Europe's Agentic Opportunity (OpenAI, October 2026): agents now generate over half of EU firms' ChatGPT output tokens
OpenAI's economic research team tracked how ChatGPT Enterprise and Business accounts in the EU shifted from question-and-answer use toward agents that carry a task from plan to completion. By the end of September 2026, following the July launch of ChatGPT Work, Codex and ChatGPT Work accounted for more than half of the output tokens EU firms generated, up from under a quarter in May. Agentic share ranges from 85% in Lithuania and 81% in Cyprus down to 22% in Slovenia, 26% in Austria and 30% in Spain. Among small and medium businesses, weekly active agentic users grew 8.1 times from the first week of May to early October, with Belgium, Italy and Luxembourg growing fastest.
The report also finds EU adoption broadening (20% of companies with ten or more staff used AI in 2025, up from 13.5%) while depth of use lags North America, where most frontier firms sit.
For founders selling into Europe, the country split shows which markets are already running agents at scale and which are still on chat.
