South Korea sets aside $16B for AI megaprojects in 2027 budget

On November 2, 2026, President Lee Jae Myung presented the 2027 budget bill to the National Assembly. Total spending is proposed at 820.9 trillion won, about $610 billion and up 12.8% from 2026. Of that, 21.3 trillion won (roughly $16 billion) goes to three flagship megaprojects: semiconductors, physical AI and AI data centers. Seoul Economic Daily puts that at 97.2% above this year's 10.8 trillion won.
Korea Herald breaks out parts of the package: 2 trillion won to expand chip output, including fabs near Seoul and a southwestern cluster, plus 2.1 trillion won for power, water and industrial infrastructure. It also lists 500 billion won for physical AI trials in manufacturing and defense. A separate 4.7 trillion won targets frontier AI, with Lee framing the aim as “world’s highest performance.” Korea JoongAng Daily reports 1.9 trillion won from the Environment Ministry for water and power at four chip factories not yet built.
The package also includes training for 2,000 specialists in chip design and regional chip industries, according to CNBC. Defense spending rises 8.2% to 73.3 trillion won. The bill was submitted in September and still needs passage, and Lee asked lawmakers from all parties to back it.
Why it matters
For AI companies in Korea, the package points to public money for domestic data centers, power and water access, and compute for a national model. Those projects could become buyers of accelerators, cooling, networking and grid services. If state agencies adopt the sovereign model, it could also create demand for model developers, evaluation tools and integration work. Physical AI trial funding points toward robotics and industrial software pilots in factories and defense.
Investors should read these figures as proposed rather than final. Reports already differ on some lines, and money reaches vendors only after the Assembly passes the bill and ministries run tenders. The government also expects the chip boom to lift tax revenue, which is part of the funding logic. Builders should track the final budget text, procurement rules and tender calendars before counting on public contracts.
